Kathmandu– Various donor countries and agencies have decided to provide financial assistance of Rs 390 million in the fiscal year 2019/2020 to run various programs under the Ministry of Forest and Environment.
The Ministry of Finance has confirmed that 11 projects being operated under the Ministry of Forest and Environment will get financial assistance of Rs 397.6 million from donor countries and agencies. The amount will not be included in the government’s budget.
According to the data at the Ministry of Finance, out of the total foreign aid, amount more than 22 percent was expensed from outside the government’s budget system in the last fiscal year. The 56th report of Auditor General has stated that a huge amount of foreign aid was outflowed from outside.
Meanwhile, United Nations and United Nations Capital Development Fund have decided to provide financial assistance of Rs 114 million in the fiscal year 2019/2020. Climate Change Program is being run in Nepal with the joint assistance of donor countries and agencies from 2017. The amount will be disbursed in 2022.
The international fund has decided to provide financial assistance of Rs 48.2 million for the global environment facility and environment conservation in the upcoming fiscal year. The project is being operated since 2016 to upgrade the skill of concerned stakeholders and to implement the Nagoya agreement.
Australia has been providing financial assistance to Nepal since 2012 for the lifestyle improvement project thorough improved forest management. Australia is providing financial aid of Rs 75.19 million in the coming fiscal year. The project that aims to use silviculture technology in the community and private forest will be operated till 2023.
Japan is providing a financial aid of Rs 33 million for producing and selling of high quality Argeli plant under the model project. The project with a deadline of 2022 will play an instrumental role in the production and sale of high quality Argeli plant.
Similarly, global environment facility and united national environment program have decided to provide financial assistance of Rs 125 million in third national communications. The project which was started since 2016 has an objective to prepare third national communications report on climate change as per United Nations Agreement and table it. The deadline of the project will expire in 2019. The two agencies will provide financial aid of Rs 8.35 million for the project to update the report for two years in the upcoming fiscal year. The project has a deadline till 2019 and has an objective to prepare updated report on climate change on the basis of UN agreement and table it.
Global environment facility has decided to provide financial support of Rs 41.7 million for training and skill improvement project for transparency in the upcoming fiscal year. The project, which started in 2018 and will end in 2021, has a goal to form an agency for the evaluation of bio gas and also to enhance the skill.
Likewise, Food and Agriculture Organization of the United Nations has decided to provide financial support of Rs 276 million for Forest and Farm Facility (second phase) and lifestyle improvement project. The project which was started in 2019 has deadline till 2023. The project has an objective to establish FFPOs to provide services in agriculture and forest in local, national and international area.
The Sourcing Financial resources (second phase) project is being operated with the help of United Nations Development Program for climate change since 2019. The project which will operate till 2021 has an aim to summarize financial policy institutionalization on bio diversity. United Nations Development Program has decided to provide a financial assistance of Rs 111 million for the project in the upcoming fiscal year.
United Nations Agriculture and Food Organization has decided to provide financial assistance of Rs 19.4 million to improve the quality of the forest and to uplift living standard of the people who depend on forest under the skill enhancement project.
The project that started in 2019 and has deadline till 2020. The project objectives include improving the quality of forest, building laboratory and carrying out works for enhancing skill. The total financial assistance of the project is Rs 38.9 million.
The International Centre for Integrated Mountain Development (ICIMOD) is spending Rs 7 million in the fiscal year 2019/2020. ‘Red Plus Himalaya’ is being operated with the help of ICIMOD since 2015.
